BASIC INFORMATION & GUIDELINES
 

Subject Coverage

The proposals can cover topics under any of the various human rights categories -- including civil, political, social, economic, and cultural rights.


Eligibility
 

The KaSaMa proposal writing competition is open to all private, non-profit, organizations based in the Philippines, such as: NGOs, POs, student organizations (elementary, high school, college), trade unions, cooperatives, neighborhood associations, professional associations (e.g., associations of lawyers, teachers, nurses, media, etc.), among others.


Exclusions
 

Government agencies (including local government units and government-owned and controlled corporations), political parties, and private individuals are not eligible to submit proposals.


Project Beneficiaries
 
Beneficiaries of the proposed projects should be based in the Philippines.

Criteria for Selecting Winning Innovative Proposals
 

Proposals will be reviewed and selected based on the following criteria and concomitant weight:
 

  • Innovation/Creativity (40%) - In concept (new technology, process, use), delivery (i.e. financing, partnership, target group) or area of implementation
     
  • Potential Impact/Added Value (35%) - Results of a project usually measured as an extent of change
     
  • Organizational Capacity (15%) - The organization is able to do what it proposes
     
  • Cost Effectiveness (10%) – Producing the best possible results for the amount of money budgeted
Selection Panel
 

Members of the Selection Panel (in alphabetical order) include representatives from the following donors:  Australian Embassy, British Embassy, Embassy of the Kingdom of the Netherlands, New Zealand Embassy, Spanish Embassy, and The Asia Foundation.


Format of Innovative Proposal
 
See attached proposal format. Please take note of the following:
 
  • While it is preferable for the proposals to be written in English (to allow for faster consideration by foreign donors), proposals written in Filipino or Cebuano will also be considered
     
  • Computer encoded or typewritten proposals should be double spaced, font size 12, Times New Roman
     
  • Readable, handwritten proposals will be also be considered
     
  • Administrative expenses for the proposed innovative project should be limited and indicated in the application.
Maximum Project Duration
 
Proposed innovative projects should run no longer than twelve (12) months.

Last day for submission of proposals: November 16, 2009, Monday, 5:00 P.M.. Proposals may be submitted through fax, email, and courier to the following address:

Confidentiality
 

All proposals will be treated with utmost confidentiality. Proposals that are not selected will be put in a confidential file to be kept by the project secretariat which the participating donors may consider during their normal funding cycle. After one year, all proposals will be archived.
